Question What would the newspapers have to complain about then?

From the news

BBC NEWS | Education | Test chief targets 90% attainment

"On the splitting of the QCA, ministers said when they proposed it that having an independent regulator would end the "old and sterile debate" about exam standards being "dumbed down".

This will never go away. Every generation thinks their exams were harder.
