I am so sorry to hear that.

In my opinion, private tutoring is like any other sole trading business.

Just be sensible with all matters and no need to be too cautious about it. Don't let it scare you. Have your criminal records checked out and certified and start advertising on local papers, yellow pages and on this site too.

Word of mouth works well too. As well as advertising on local media try teaching your friends' kids free-of-charge and build your reputation.

As for what to charge, I think the market rates are around £20 ~£40 an hour for private tutoring.
