Perhaps not in the UK. There are a lot of out-of-school private classes in many countries including India, China, Japan and North America.

In my view, countries who were successful in normalising (relatively speaking) income inequality (through various land reform) created much incentives for people to invest in education. And certainly UK has a lot of "class" issues, perhaps leading to disinterest in education.
